Geoffrey A. Wilson
Chief Executive Officer
Geoffrey Wilson is an experienced leader with more than 25 years in the intermodal transportation, shipping, infrastructure, and aviation businesses. Having held senior executive roles throughout North America, Europe, the Middle East, Africa, and Asia Pacific, with companies such as Triton Container International Inc., Budget Car and Truck Rental, and Kerr Steamship Agency Inc., Mr. Wilson brings a unique skill set and international perspective to his role as CEO of the Toronto Port Authority.
Mr. Wilson’s professional achievements include strategic infrastructure and asset investment, international market development and expansion, strategic alliances and partnerships, and establishing core products and services as global market leaders. Prior to his current role, Mr. Wilson served as Chief Operating Officer of Cartel Communications Systems Inc., Canada's leading wireless equipment distributor and integrator.
Mr. Wilson serves on the advisory board of Toronto Global Forum, associated with the International Global Economic Forums of the Americas, and sits on the Board of Directors for Moorelands, an organization providing programs and support for low-income children residing in Toronto, and the Empire Club of Canada, the country’s oldest and largest speaker’s forum.

Gene Cabral joined the PortsToronto in 2011. He has more than 18 years’ experience in the aviation industry, most recently as Director of Service Delivery for the Canadian Air Transport Security Authority (CATSA). He has also worked at Air Canada, directing planning and cost management.
In addition to contract and stakeholder management, Mr. Cabral has extensive experience in customer service, organizational planning, change management and labour relations. He also holds Six Sigma certifications (Black and Green belts).
Alan J. Paul
Senior Vice President & Chief Financial Officer
Alan Paul is the Senior Vice President and Chief Financial Officer of PortsToronto. He joined the PortsToronto in 1986 and has also worked in the PortsToronto Works Departments and at the Billy Bishop Toronto City Airport. He obtained his Bachelor of Arts Degree from the University of Toronto majoring in Accounting and Economics, and is a Certified General Accountant.
Mr. Paul is currently a member of the Finance Committee of the Association of Canadian Port Authorities ("ACPA"). Mr. Paul is a past Board member of the ACPA and past Chair of both the Audit and Finance Committees of the ACPA. He is also a past member of the Audit Committee of the Credit Institute of Canada and a Board member of the Canadian National Exhibition.
Vice President and General Counsel
Craig Manuel is Vice President and General Counsel for the Toronto Port Authority, doing business as PortsToronto. Prior to joining tPortsToronto, Mr. Manuel was a partner in the Business Law and Capital Markets Groups at McMillan (formerly Lang Michener) focusing on business law with specific expertise in mergers and acquisitions, divestitures and financings.
Mr. Manuel joined Lang Michener in 1999 and became a partner in 2006. In addition to his successful commercial practice over the years, he has been a member of McMillan’s professional development group, and has authored several articles and papers on corporate and commercial topics. Mr. Manuel received his law degree from Queen’s University and holds an undergraduate degree in commerce from University of Toronto.
Vice President Communications and Public Affairs
Deborah Wilson is Vice President Communications and Public Affairs for PortsToronto. An accomplished business strategist and communications executive with more than 18 years experience, Ms. Wilson has worked in a range of industries including broadcasting, banking, professional services and technology for such companies as Astral Media, PricewaterhouseCoopers, Scotiabank and American Express.
Ms. Wilson holds an undergraduate degree from The University of Western Ontario and a Master of Arts degree in Communications, Culture and Public Policy from York University. She is a past IABC Gold Quill recipient for Excellence in Communications Management and a former board member of the AV Preservation Trust, Canadian Women in Communications and Youth Media Alliance.
Director of Infrastructure, Planning & Environment
Ken Lundy is the Director of Infrastructure, Planning & Environment at PortsToronto. He joined PortsToronto in 1989 and has served in several capacities including Senior Structural Engineer, Manager of Works and Chief Engineer, Chief of Operations and Engineering as well as Director of the Billy Bishop Toronto City Airport.
Mr. Lundy holds an Honours Graduate Degree in Civil Engineering from the University of Toronto and is a registered professional engineer in Ontario. He is a member of the Association of Canadian Port Authorities' Environmental Committee and the Canadian Standards Association's Technical Committee on Emergency Preparedness and Business Continuity.
Chief of Security and Harbour Master
Angus Armstrong has been Chief of Security for PortsToronto since 2003, and became Harbour Master for the Port of Toronto in 2004. He is responsible for all security at the Billy Bishop Toronto City Airport, Marina and the Port. He also oversees traffic control for the Toronto harbour area and is responsible for environmental concerns in the vicinity.
Mr. Armstrong has over 30 years’ experience working on Toronto’s waterfront and is a member of a number of security and safety organizations around the Great Lakes.
