Rehabilitation of the Cross Harbour Tunnel with City of Toronto

PortsToronto and the City of Toronto have begun a coordinated project to accelerate the rehabilitation of the Cross Harbour Tunnel. Built in 1908, this tunnel runs through bedrock beneath the inner harbour and delivers drinking water from the City’s Island Water Treatment Plant on Muggs Island to its John Street Pumping Station.

PortsToronto will lead the construction in coordination with the City.

This rehabilitation project, which will strengthen critical infrastructure, will be carried out in two phases. Each phase will be from December to May when the tunnel can be closed to permit rehabilitation work.

Phase 1
Construction starts: December 2025
Construction complete: May 2026

Phase 2
Construction starts: December 2026
Project complete: May 2027

Most of the work on this project will take place from barges moored at Muggs Island. On the mainland, the construction site will be headquartered at the foot of Rees Street, near Queens Quay West. As a result, a portion of the Rees Street parking lot will be unavailable for parking due to secondary access requirements during both construction periods.

PortsToronto is pleased to collaborate with the City of Toronto on projects to strengthen, enhance and protect vital infrastructure that residents and businesses depend on. We also worked with the City recently on the rehabilitation of the Cherry Street Ship Channel Bridge, a unique bridge with historic significance to Toronto’s urban, industrial and marine heritage.
