Toronto (May 1, 2018) – Beginning May 8, Billy Bishop Toronto City Airport (Billy Bishop Airport) will offer new automated Primary Inspection Kiosks – a self-service border clearance process that eliminates the need for paper declaration cards on select flights. A collaboration between the Canada Border Services Agency (CBSA) and airport authorities, the kiosks represent the next evolution in automating Canada's border clearance and will provide increased functionality and security, including complete on-screen traveller declaration and the elimination of the paper E311 declaration card.
 
Deployment of Primary Inspection Kiosks began in March 2017 and has been phased in at major Canadian airports over the last year with airports such as Ottawa, Toronto (Terminal 3), Vancouver, Montreal, Québec City, Edmonton and Halifax currently offering the new kiosks.
 
Use of Primary Inspection Kiosks at Billy Bishop Airport is only required for transborder flights to and from the United States or internationally. Domestic travelers will not be required to use the kiosks.
 
Airport travellers will use Primary Inspection Kiosks to scan their travel documents, have their photo taken and complete an on-screen declaration. Upon completion, travellers will take their kiosk receipt to a CBSA officer. All information submitted through the kiosks is encrypted and transferred securely to the CBSA. The kiosk deletes your data once your receipt is printed. Your data and a copy of the receipt are retained within CBSA systems, in accordance with government information, privacy and security policies. Importantly, all travellers will continue to see a CBSA officer and some travellers, as occurs with current border clearing processes, may be referred for additional screening.  
 
With the launch of the Primary Inspection Kiosks, travellers arriving at Billy Bishop Airport will be able to start using the CanBorder – eDeclaration app to prepare their declaration in advance. App users should simply scan their eDeclaration QR code upon arriving at the kiosk to start their session and follow the on-screen instructions. Using the app pre-populates certain screens and expedites processing at the kiosk.
